Uninstall battery drivers to resolve this issue.
Before you begin, make sure you to check if the Battery Health Optimizer is enabled. When it is enabled, the battery will stop charging when it has reached the limit specified even though your device is still plugged in.
Step-by-step process

Open Device Manager.

Expand "Batteries".

Right-click on each ACPI-Compliant driver available and select uninstall.
Note: Leave other checkboxes unchecked, if there are any.

Restart your Razer Blade after all the uninstallation processes are complete. Windows will automatically detect and reinstall the drivers upon reboot.

Turn the Razer Blade off.
Important: Do not leave to sleep or hibernate mode.

Plug in and leave it charging for at least eight hours or overnight.

Unplug the charger and power the Razer Blade on.

Use the laptop in battery mode until it drains and powers down.

Charge the laptop to full again.
